Steelton Home Improvement Program (SHIP)
The Steelton Home Improvement Program or SHIP was designed to assist those that cannot help themselves complete home repairs through volunteer labor. The Borough of Steelton in partnership with Rebuilding Together Inc. have developed a home improvement program designed to assist Steelton residents who are income eligible homeowners that have certain deferred maintenance issues with their homes. Their income level and or disabilities do not allow them to address the general home repairs to their property.

One House at a Time
Rebuilding Together of Greater Harrisburg has partnered with the Steelton community to change our neighborhoods one house at a time. On April 29, 2006, the volunteer crew from Rebuilding Together performed home repairs to two homes within Steelton as part of Annual Event Day. Thus far this year, Rebuilding Together has repaired and modified 31 homes in the Greater Harrisburg Area and is looking to work more with the residents of Steelton. Three more homes will be repaired in Steelton during the United Way’s Day of Caring on September 8, 2006.
The Steelton Home Improvement Program or S.H.I.P. was created to assist the disabled and elderly in our community who are on a fixed income to receive the needed repairs to their homes. Many of these folks want to perform the work on their home but their physical or fiscal limitations have prohibited the work from being completed. The S.H.I.P. program is a partnership between Rebuilding Together of Greater Harrisburg and the Steelton Borough Code Enforcement Office.
Rebuilding Together was founded in 1988 and today is the largest volunteer home rehabilitation organization in America. Sue Gebhart, Executive Director or Rebuilding Together of Greater Harrisburg said “Our work is only be possible because of the wonderful volunteers and generous financial and in-kind contributions made by companies, organizations, and individuals.”

This S.H.I.P. has Landed
The seasons are changing and our thoughts turn to the outdoors and that list of “To-Do” projects around our homes. We will paint, clean our siding, cut our lawns, plant flowers, and fix that crooked porch step. These projects are perfect during the spring and summer months provided we have the time and resources to complete the tasks.
The sad reality is that many of our homeowners are on fixed income and/ or are physically unable to work on their homes. It was with this vision that the S.H.I.P. program was created.
S.H.I.P. stands for the Steelton Home Improvement Program and will be available this spring. The Borough of Steelton along with Rebuilding Together Inc. have partnered to provide a home improvement program geared towards providing help to those that cannot help themselves.
The intent of the program is to provide rehabilitation assistance to income eligible homeowners in Steelton through the use of volunteer labor. The largest cost to rehabilitating a home is the labor cost. Rebuilding Together has been repairing needy homes throughout the country for the past 30 years by utilizing the time and talent of its dedicated volunteer workforce.
The Borough Council has approved the project sponsored by Councilman Dennis Heefner and hopes to see the first couple of homes rehabilitated through this initiative this summer. Applications and program guidelines are available through the Borough of Steelton Code Enforcement Office; Borough Building; 123 North Front Street, Room 300.

SHIP is a new program to assist elderly or disabled residents of Steelton Borough living on a fixed income. In order to apply, you must meet the following requirements:
1. You MUST own AND live in the home – it cannot be a rental property. 2. Personal and Property taxes must be paid up to date. 3. Your water/sewer bill must be paid up to date. 4. There can be no liens against your property. 5. You must be 60 years of age or older, OR 6. You must be 100% disabled and unable to do any work around the house (no age limit) 7. Income Requirements One adult in home – up to $25,400 Two adults in home – up to $29,000 Three adults in home – up to $32,700 |
