General Statement of Duties:
This position involves routine manual work, which is usually very repetitive in nature. The employee will primarily receive assignments verbally, but may receive them in writing. Work involves the use of manual tools, power operated tools, operation and driving of light and heavy equipment.
The duties of the employee include a wide range of Borough activities, including light and heavy physical labor, indoor and outdoor work (regardless of weather conditions), work at heights, and work in groups or alone, depending on the location and nature of the assignment. The work is normally performed under supervision. The employee will also be required to respond during emergency calls and may be assigned to work in the highway unit as needed.
Job Duties and Essential Functions:
The job duties and essential functions for this classification shall include, but shall not be limited to the following:
- Monitoring of sewer pumping stations; Performing routine maintenance and repairs of sewer pumping stations, sewer manholes and Borough sewer mains; Responding to emergency calls of sewer backups and blocked main lines; Performing site visits in response to customer complaints; and cleaning, sweeping, etc. of the pumping stations.
- Cleaning of gutters, culverts, sewers and other drainage structures
- Performing ground tasks such as maintaining flower beds, mowing grass, pulling weeds, raking leaves, cleaning inlets, sweeping walkways and streets, paving, park and playground maintenance and repair and litter pick-up
- Performing of minor maintenance to buildings, cleaning, sweeping, dusting, mopping, window washing, polishing furniture, and general custodial duties
- Minor maintenance of equipment and fixtures
- Loading and unloading of stone, gravel, dirt, asphalt, pipe, timber and equipment
- Mixing of concrete, digging and back filling of trenches, making pothole repairs, laying of block or brick, and performance of general maintenance or construction duties as directed
- Operating hand tools, lawn mowers, tamper, portable mixers, jack hammer, hand roller, trash pumps, chain saw, and other small power tools
- Operating small motor vehicles with either automatic or standard transmissions: pick-ups, dump trucks, and occasionally backhoes, loaders and street sweepers or any other equipment as directed
- Maintaining of small and large tools along with vehicles and any other equipment
- Performing of duties during regular work hours as well as nights, weekends or holidays as scheduled and/or on an emergency basis
- Snow plowing and removal, salting
- Painting of curbs, crosswalks, and stop bars
- Minor carpentry, plumbing, and welding jobs, Christmas tree pickup, pot hole repair, and other issues that may arise
- Directing and distributing of barricades and no parking signs for parades and other special events
- Performing of other reasonably related duties as assigned by the immediate supervisor or other supervisory personnel.

Required Knowledge, Skills and Abilities:
- Good knowledge of and ability to operate hand and small power tools
- Ability to operate small motor vehicle equipment
- Ability to understand and follow oral and written instructions, standard operating procedures and rules and regulations within the organization
- Ability to perform sustained performance of moderate to physically demanding work that may require occasional lifting, carrying, pushing and/or pulling of heavy objects or materials (up to 150 pounds). Tasks that require moving objects of significant weight require the assistance of another person and/or use of proper techniques and appropriate safety equipment
- Tasks are regularly performed inside and/or outside with potential for exposure to adverse environmental conditions (e.g., dirt, cold, rain, fumes)
- Ability to extensively walk (3 miles as well as constant walking behind a truck performing duties such as sweeping and loading truck for 5 hours straight), and strenuous physical activity for prolonged periods (such as digging of a ditch by hand, hand loading the dirt onto a truck for 5 hours straight), often under adverse weather and working conditions
- Ability to communicate effectively
- Good physical condition
- Familiarity with general construction practices and highway maintenance
- Ability to plan, organize and complete work on a priority basis
- Ability to perform basic arithmetic calculations
- Ability to develop and maintain cooperative relationships with coworkers and Borough residents
- Ability to operate large motor vehicles and heavy equipment requiring a CDL Driver’s License. (Operating of 1 ton dump truck, backhoe and front-end loader)
Special Requirements:
- Valid Pennsylvania Driver’s License
- CDL License
- Ability to work alternative shifts to meet operational needs due to emergency situations, including snow removal, at the discretion of the employer
- DEP Wastewater Distribution System License
Reporting:
The Public Works Wastewater Laborer – Operator shall report to the Foreman/Assistant Foreman or, in the absence of a Foreman/Assistant Foreman, to the Public Works Director.
