Borough Manager
The Borough Manager is the Chief Executive Officer of the Borough, appointed by the Borough Council, and oversees the management and operations of all Borough departments and services (except the Police Department).
Duties & Responsibilities
In a Council-Manager form of government, the Borough Council sets policy and the Borough Manager manages the day-to-day administration of Borough government, which includes:
- Assisting the Borough Council in establishing Borough-wide goals & policies and ensuring that Council directions are implemented.
- Preparing the municipal budget for approval by the Borough Council.
- Providing information to the community on Borough programs, services, activities, and community issues.
- Coordinates with other local and regional agencies to promote and protect the interests of the Borough and ensure the efficient delivery of services to the community.
- Works closely with state, county, and other elected officials, and represents Borough Council at various governmental functions
- Promotes the economic vitality of the community through economic development and redevelopment efforts.
- Provides special administrative attention, oversight, and tracking to ensure critical milestones are met on Borough priorities.
- The Borough Manager is the official Right-to-Know officer and is responsible for responding to public requests for information as stipulated by Pennsylvania’s Right-to-Know Law.
Myneca’s Bio
Myneca Ojo recently served as a Special Assistant to the Prince George’s County Council Administrator, where she worked with leadership in administrative policy and organizational development, and conducted employment investigations.
From 2022-2024, Myneca served as the City Manager for the City of Seat Pleasant, Maryland, a municipality of 4,750 people, and a service area of 100,000, bordering Washington, D.C., where she oversaw a staff of 67, and a budget of $14 million.
Myneca has over 30 years of government experience in Maryland, Texas, and Pennsylvania. She was the Director of Diversity and Inclusion with the Pennsylvania Turnpike Commission from 2011 to 2022, and the Statewide Chief of Diversity and Special Initiatives with the Maryland Department of Transportation State Highway Administration. She also worked as the Assistant Bill Clerk for the Texas House of Representatives.
Ms.Ojo holds degrees in Political Science from Texas State University and a Master of Science in Management and Leadership from Western Governors University. Ms. Ojo has served on numerous committees and boards and was appointed Mayor of Hanover Borough from 2018 to 2020. She also serves as a board member with the United Way of York County, and is a proud member of Alpha Kappa Alpha Incorporated, Epsilon Sigma Omega Chapter in Harrisburg, PA.
